Solution

I created a "hybrid navigation" system. The premise was that the navigation menu would change depending on which page the user was on. This means that only the links pertaining to the page would appear, allowing for relevant information to appear at the front instead of buried in pages of information. I also included a link back to the main menu, so users can get a sense of where they are at within the menu.
